Turkey Turkish biometric passport and visa photo (vesikalik) Photo Size

Turkish biometric photos used for passports, ID cards and visa applications measure 50 mm wide by 60 mm high (about 1.97 x 2.36 in) - larger than the 35x45 mm European size. At 300 DPI this equals 591 x 709 px. They must be taken on a pure white, patternless background within the last 6 months, with a neutral closed-lip expression. In the USA a 2x2 in photo is also accepted by Turkish consulates. The e-Pasaport is issued by the NVİ (Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü) at İl Nüfus Müdürlüğü offices, and the fee is split into a harç (stamp duty) plus a defter bedeli (book fee).

NVİ and İl Nüfus Müdürlüğü biometric photo rules

NVİ - Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü (Presidency of Population and Citizenship Affairs) (nvi.gov.tr) sets the rules.

Turkish e-Pasaports and TC Kimlik cards are issued by the NVİ through the İl Nüfus Müdürlüğü (provincial population directorates). The biometric photo is 50x60 mm on a pure white background, taken within the last 6 months, with no glasses, earrings or hats. The fee is split into a harç (stamp duty, varying by duration) plus a defter bedeli (book fee, 1,351.00 TL in 2026), paid at PTT, a tax office, a contracted bank or ivd.gib.gov.tr. Applicants may attend an İl Nüfus Müdürlüğü directly or use the NVİ e-başvuru online system.

Inside Turkey the biometric photo is taken at any fotoğrafçı (photo studio) or at the İl Nüfus Müdürlüğü itself. Abroad you apply at a Turkish consulate, which also accepts a 2x2 in photo in the USA.

  • İl Nüfus Müdürlüğü — The provincial population directorate: where you file the e-Pasaport and have the biometric photo and fingerprints captured on site.
  • NVİ e-başvuru portal — Online pre-application at nvi.gov.tr; book an appointment and upload a biometric JPEG.
  • Fotoğrafçı (photo studios) — Any studio knows the 'vesikalık / biyometrik fotoğraf 50x60 mm, beyaz arka plan' spec; ask for e-Pasaport.
  • PTT branches — Not a photo booth, but where you pay the harç and defter bedeli; many PTT offices also have a photo kiosk.
  • Tax offices (vergi dairesi) and ivd.gib.gov.tr — Alternative payment channels for the harç + defter bedeli; they do not take the photo.
  • Contracted banks (Ziraat, Vakıfbank, İş Bankası) — Accept the harç/defter payment; no photo service.
  • Turkish consulates and embassies abroad — File overseas; the MFA consulates accept 50x60 mm (or 2x2 in in the USA); fees are in USD/EUR locally.
  • Shopping-mall photo booths — Walk-up kiosks in İstanbul, Ankara and İzmir malls print 50x60 mm biometric sets; choose the e-Pasaport programme.

The NVİ e-başvuru portal (nvi.gov.tr) lets you pre-apply and book an İl Nüfus Müdürlüğü appointment. The harç + defter bedeli is paid separately at PTT, a tax office or ivd.gib.gov.tr. Consular e-visa applications (evisa.gov.tr) take a JPEG upload but are a separate authorisation, not the e-Pasaport.

e-Pasaport: harç + 1,351.00 TL defter, e-başvuru and PTT delivery

The Turkish e-Pasaport process is an NVİ appointment: pre-apply online, pay the harç + defter bedeli, attend the İl Nüfus Müdürlüğü for biometrics, and collect the book.

  1. Pre-apply on the NVİ e-başvuru portal (nvi.gov.tr) and book an appointment at your İl Nüfus Müdürlüğü.
  2. Choose the passport duration: 6-month, 1-year, 2-year, 3-year or 10-year (maroon) - the harç varies, the defter bedeli is fixed at 1,351.00 TL.
  3. Pay the fee at PTT, a vergi dairesi (tax office), a contracted bank or ivd.gib.gov.tr: 10-year 14,761.40 TL total, 3-year 10,867.00 TL, 2-year 8,049.50 TL, 1-year 5,454.00 TL, 6-month 4,157.50 TL.
  4. Attend the İl Nüfus Müdürlüğü with your TC Kimlik, payment receipt and 1-2 biometric 50x60 mm photos.
  5. The officer captures the biometric photo and fingerprints on site; your brought prints are backup.
  6. Wait for the e-Pasaport to be printed; it is delivered by PTT or collected at the İl Nüfus Müdürlüğü.
  7. Abroad, file at the nearest Turkish consulate; fees are collected in local currency and a 2x2 in photo is accepted in the USA.
  8. The green (hususi) passport for civil servants pays only the 1,351.00 TL defter bedeli, with no harç.

Shooting a 50x60 mm biyometrik fotoğraf on pure white

  1. Shoot against a pure white, patternless wall with no shadow, texture or object.
  2. Stand 1.5 m from the lens, camera at eye level, shoulders level, head straight.
  3. Frame the full face and top of the shoulders with an even margin around the head; 50 mm wide by 60 mm high.
  4. Neutral expression, lips closed, both eyes open, looking directly into the lens.
  5. Remove glasses, earrings, hats, headscarves and any jewellery that hides the face; hair must not cover the face.
  6. Use soft front light so the white background is evenly lit and there is no shadow under the chin.
  7. Take several frames and open the sharpest in the PixlReady Turkey preset, which locks the 50x60 mm / 591x709 px geometry.
  8. Print 1-2 identical 50x60 mm biometric photos on matte or glossy paper for the İl Nüfus Müdürlüğü or consulate.
  9. At the İl Nüfus Müdürlüğü, the officer may re-take the biometric photo on site; bring your prints as backup.
  10. In the USA, a 2x2 in photo is also accepted by Turkish consulates, but the official NVİ standard remains 50x60 mm.

Use the passport cropper with the Turkey preset.

NVİ e-başvuru and evisa.gov.tr JPEG uploads

The NVİ e-başvuru portal and consular e-visa system accept a JPEG, but the final biometric image in the e-Pasaport chip is captured on site at the İl Nüfus Müdürlüğü.

  • Format: JPEG for e-başvuru and evisa.gov.tr.
  • Dimensions: 50x60 mm = 591x709 px at 300 DPI.
  • Background: pure white, patternless, no shadows.
  • Recency: within the last 6 months.
  • Neutral expression, lips closed, eyes open.
  • No glasses, earrings, hats or headwear.
  • No retouching, filters or background replacement.
  • Hair must not cover the face; head not tilted or turned.
  • The on-site NVİ capture overrides the uploaded JPEG.
  • In the USA, consulates also accept 2x2 in; elsewhere use 50x60 mm.

Compress an oversized JPEG with the image compressor.

Printing two 50x60 mm tiles on a 10x15 cm sheet

Turkish fotoğrafçı print a standard vesikalık planche. Because 50x60 mm is larger than the European size, fewer tiles fit on a 10x15 cm sheet.

  • 50x60 mm = 1.97x2.36 in; at 300 DPI 591x709 px.
  • Two 50x60 mm tiles fit on a 10x15 cm sheet with a small gutter; ask the studio for a planche of two.
  • Use matte or glossy photographic paper; plain paper is rejected.
  • Print at 300 DPI minimum for a sharp biometric image.
  • Do not cut into the 50 mm edge: the İl Nüfus Müdürlüğü measures the outer mm.
  • Bring 1-2 prints; the New York consulate asks for 1, Zurich and the MFA ask for 2.
  • Keep a spare: the TC Kimlik card, an ikamet izni (residence permit) and a visa all reuse the 50x60 mm biometric photo.
  • In the USA, a 2x2 in (51x51 mm) print is also accepted by Turkish consulates.

Print-dialog settings: 300 DPI guide · 200 KB upload guide.

Why the İl Nüfus Müdürlüğü rejects a vesikalık fotoğraf

  • Wrong size: a 35x45 mm Schengen photo or a 35x45 mm cropped image.
  • Non-white background: grey, patterned, textured, or with shadows.
  • Glasses, earrings, hats or headwear that hide the face.
  • Hair covering the face, eyebrows or eyes.
  • Smiling, open mouth, eyes closed, or looking away.
  • Old photo over 6 months, or one that no longer matches current appearance.
  • Retouched, filtered, AI-generated or background-swapped images.
  • Blurry, grainy, overexposed, underexposed, photocopied or scanned prints.
  • Head tilted or turned; shoulders not level.
  • Uniform or jewellery casting shadows on the face.

Children: defter 1,351.00 TL, guardian attendance, no under-12 fingerprints

A child's e-Pasaport follows the same 50x60 mm white-background biometric rules. The defter bedeli (1,351.00 TL) applies to every passport regardless of age, and a parent or legal guardian attends the İl Nüfus Müdürlüğü.

  • Every e-Pasaport, including for infants, requires the 1,351.00 TL defter bedeli plus the relevant harç.
  • A parent or legal guardian attends the İl Nüfus Müdürlüğü with the child's TC Kimlik (birth certificate).
  • Babies may be photographed lying on a white sheet; no parent's hand, dummy or toy may appear.
  • The child's eyes must be open and looking at the lens; for infants the neutral-expression rule is relaxed.
  • No hat, bonnet, headband or pacifier; religious head coverings follow the adult rule.
  • Fingerprints are not taken for very young children; the facial image is still captured.
  • School photos are not accepted; use a fotoğrafçı or the on-site NVİ capture.
  • The same 50x60 mm / pure-white spec applies to the child's TC Kimlik card.
  • A lost child's chip ID costs 440.00 TL (2026 NVİ fee); a replacement ID is 220.00 TL.

Turkish ID and travel documents beyond the e-Pasaport

The 50x60 mm biometric photo is shared by the e-Pasaport, the TC Kimlik card, residence permits and visa applications. The NVİ issues all domestic ID documents.

  • e-Pasaport (bordo/maroon): 50x60 mm, harç + defter 1,351.00 TL; 6-month to 10-year durations.
  • Green (hususi/yeşil) passport: for civil servants, 10-year, only defter bedeli 1,351.00 TL.
  • Grey (hizmet/gri) passport: for official travel, defter bedeli only.
  • Diplomatic (siyah) passport: issued by the MFA; cüzdan bedeli 1,351.00 TL in 2026.
  • TC Kimlik card (chip ID): replacement 220.00 TL; lost chip ID 440.00 TL (2026).
  • İkamet izni (residence permit): biometric capture at the İl Göç İdaresi (migration authority).
  • Kabul kartı / work permit: separate photo and fee via the Çalışma ve Sosyal Güvenlik Bakanlığı.
  • E-visa (evisa.gov.tr): short-term authorisation; JPEG upload, separate from the e-Pasaport.
  • PTT and vergi dairesi: payment channels for the harç and defter bedeli.
  • Turkish consulates abroad: accept 50x60 mm (or 2x2 in in the USA); fees in local currency.

Turkish official terms: pasaport, biyometrik fotoğraf, NVİ, harç, defter

The Turkish system uses specific terms that appear on every NVİ and consulate form.

  • Pasaport = passport; biyometrik fotoğraf / vesikalık fotoğraf = the biometric / ID photo (50x60 mm, white background).
  • NVİ (Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü) = the Presidency of Population and Citizenship Affairs.
  • İl Nüfus Müdürlüğü = the provincial population directorate where you apply.
  • e-Pasaport = the biometric chip passport, maroon (bordo) for ordinary citizens.
  • Defter bedeli / cüzdan bedeli = the book fee (1,351.00 TL in 2026, fixed).
  • Harç = the stamp duty, which varies by passport duration (2,806.50 to 13,410.40 TL in 2026).
  • PTT = the national post office, a payment and delivery channel.
  • İkamet izni = residence permit; İl Göç İdaresi = provincial migration authority.
  • Yeşil pasaport = green (hususi) passport for civil servants; gri = grey (hizmet); siyah = diplomatic.
  • Beyaz arka plan = white background; 50x60 mm is the standard vesikalık size.

Gotchas

  • Turkey uses 50x60 mm, NOT the 35x45 mm Schengen size - do not crop a European photo.
  • Background must be pure white and patternless.
  • No glasses, earrings or hats in the photo.
  • In the USA a 2x2 in photo is also accepted, but the official standard remains 50x60 mm.
  • The e-Pasaport fee is split into harç (stamp duty) + defter bedeli (book fee, 1,351.00 TL in 2026); pay at PTT, a tax office or the digital tax portal.
  • Apply at the İl Nüfus Müdürlüğü (provincial population directorate) or via the NVİ e-başvuru system.
