South Korea Republic of Korea Passport (외교부 여권 / Ministry of Foreign Affairs) Photo Size

The Korean passport requires a colour photograph of 35×45 mm (approximately 1.38×1.77 in) on a plain white, borderless background, compliant with ICAO standards. At 300 DPI the digital equivalent is 413×531 px, which the Ministry of Foreign Affairs explicitly recommends for online passport renewal upload. The head (crown to chin) must measure 32–36 mm.

외교부 MoFA passport rules filed at 시/군/구청 and 정부24

Ministry of Foreign Affairs, Republic of Korea (외교부 여권과 Passport Division) (passport.go.kr) sets the rules.

Korean passports (여권 yeogwon) are issued by the Ministry of Foreign Affairs (외교부), but citizens file applications at the 시/군/구청 (city, county and district offices) and 읍/면/동 주민센터 (community service centres), or online through Government 24 (정부24). The Passport Portal (passport.go.kr) publishes the 여권사진 규격 (passport photo standards, revised 2022.10) and runs the free 온라인 여권사진 규격확인 (online photo verification) tool. Since 21 December 2021 the 차세대 전자여권 (next-generation electronic passport) uses a polycarbonate data page; fees combine a 여권발급수수료 (issuance fee) with the 국제교류기여금 (international exchange contribution).

Korean applicants normally bring their own printed photo to the district office: studios (사진관) in commercial districts and photo booths (증명사진기) at subway stations and department stores both produce the 35 × 45 mm tile, and the online verification tool lets you check a home-cropped JPEG before filing.

  • Photography studios (사진관 sajin-gwan) — Studios in Myeongdong, Gangnam, Hongdae and university districts shoot a regulated 35 × 45 mm 여권사진 (yeogwon sajin), measure the head at 32–36 mm and hand over four prints plus the digital file.
  • Proof-photo booths (증명사진기 jeungmyeong sajin-gi) — Coin-operated booths inside major subway stations (Seoul Metro lines 1–9), Lotte and Shinsegae department stores and express bus terminals print a regulated set for around ₩5,000–₩7,000.
  • District and community offices (시/군/구청, 주민센터) — The filing window accepts the paper form, one 35 × 45 mm print and the fee; staff check the head size at the counter and hand back a receipt for collection.
  • Government 24 online (정부24) — File the 여권 재발급 (reissue) application online with the public authentication certificate (공인인증서), then choose courier delivery or counter collection.
  • Passport Portal verification (passport.go.kr) — The free 온라인 여권사진 규격확인 tool grades a home-uploaded JPEG for background, head size and expression before you commit to the fee.
  • Immigration offices (출입국·외국인청) — Seoul, Incheon, Busan and others handle visa and residence matters for foreigners; Korean citizens collect reissued passports at the district office where they filed.
  • Overseas missions (재외공관) — Koreans abroad apply at embassies and consulates; the fee is charged in US dollars (for example 58-page 10-year multiple $52) rather than won.
  • Do it yourself at home — Shoot against a white wall, crop to 413 × 531 px in the PixlReady Korea preset, run it through the passport.go.kr verification tool, then print borderless at a booth or studio.

The passport portal (passport.go.kr) and Government 24 (정부24) are the two online channels: the portal verifies the photo and explains 규격, while Government 24 actually files the reissue. Overseas Koreans use the 재외동포 (overseas Korean) services at the same portal.

District-office filing: ₩52,000 multiple fee and 4–5 day issue

A Korean passport moves from photo to collection in about 4–5 working days: you file at the district office (시/군/구청) or through Government 24, pay the 여권발급수수료 plus 국제교류기여금, and collect at the same window or by courier.

  1. Get a 35 × 45 mm regulated photo from a 사진관 studio, 증명사진기 booth or home crop; run the JPEG through the passport.go.kr verification.
  2. Fill the application form (여권 발급 신청서) at the district office or online; bring identification (주민등록증 resident card or driver licence) and, for minors, the family relation certificate.
  3. Submit the form, one borderless photo and the fee at the 시/군/구청 window; the staff check the head size on the spot and issue a collection receipt (접수증).
  4. Fees (domestic, total of issuance fee + international exchange contribution): 10-year multiple 58-page ₩52,000, 26-page ₩49,000; 5-year multiple ₩44,000; single-entry electronic ₩17,000.
  5. Minors: age 8+ 58-page ₩44,000 / 26-page ₩41,000; under 8 58-page ₩35,000 / 26-page ₩32,000. Reissue with remaining validity ₩27,000; travel certificate (여행증명서) ₩25,000.
  6. Wait about 4–5 working days; the online status tracker at passport.go.kr shows 심사중 (under review) and 교부대기 (ready for issue).
  7. Collect at the chosen window with the receipt and ID, or choose courier delivery (택배) at filing; the old passport is cancelled at the counter and returned.
  8. Men aged 18–39 who have not completed military service receive the restricted multiple passport and must re-enter Korea after each trip; apply for a single-entry passport (단수여권, ₩17,000) when the travel rules require it.

Shooting a closed-mouth 35×45 mm that passes 규격확인

  1. Stand 1.5–2 m from a clean white wall; Korea's 규격 demands a uniform white background with no shadows, ink marks or patterns.
  2. Set the lens at eye level, face square-on, and leave 4–6 mm above the hair so the crown-to-chin span lands at 32–36 mm, about 71–80% of the 45 mm frame.
  3. Keep the mouth closed with no teeth visible and a neutral expression — Korean standards explicitly forbid a broad smile; both eyes must be open.
  4. Remove eyeglasses unless they are prescription and reflection-free; coloured or tinted contact lenses, sunglasses and blue-light lenses are rejected.
  5. Tie long hair back so eyebrows and ears are not covered; no hats, headbands, turbans or headphone shapes may appear.
  6. Light with soft front daylight; a harsh ring light creates the circular catchlight (아이홀) that the verification tool flags when it distorts the iris.
  7. Open the sharpest frame in the PixlReady cropper and choose the South Korea 35 × 45 mm preset, which builds the 413 × 531 px image.
  8. Upload the JPEG to the passport.go.kr 온라인 여권사진 규격확인 tool; if it passes, print borderless at a booth or attach it to the Government 24 filing.

Use the passport cropper with the South Korea preset.

Online upload: 413×531 px JPEG with no catchlight or circle lenses

Korea's online system expects a 413 × 531 px JPEG that has already passed the portal's automated 여권사진 규격확인 (standard check). Selfies are legally acceptable only when they clear that same check: correct head size, white background, neutral expression and no editing.

  • File format: JPEG for the online reissue upload through Government 24.
  • Pixel dimensions: 413 × 531 px (the 35 × 45 mm frame at 300 DPI) is the official recommendation.
  • Background: pure white, no grey tint, no window frame, no shadow behind the head.
  • Head span: crown to chin 32–36 mm within the 45 mm height, face centred.
  • No AI editing: background removal, beauty filters, Photoshop compositing and retouching are explicitly listed as rejection causes.
  • Catchlight (아이홀) allowed only when it does not distort the iris shape or colour; ring-light circular reflections are rejected.
  • Contacts: natural dark-brown irises only; coloured circle lenses (써클렌즈) are rejected.
  • Recency: taken within 6 months; matches the face at the in-person collection.
  • Orientation: upright portrait, not mirrored; the Government 24 upload rotates or rejects sideways files automatically.

Compress an oversized JPEG with the image compressor.

Borderless 35×45 mm tiles, four-up on a 4×6 sheet

Korean studios and booths print the 여권사진 as a four-up set on a 4 × 6 inch sheet: four 35 × 45 mm tiles in two rows. The district office takes one borderless tile; the other three cover driver-licence, résumé and 알바 (part-time job) paperwork.

  • Print at 300 DPI so the tile measures exactly 35 × 45 mm; booths and studios default to this.
  • Borderless printing: no white frame around the tile, and no booth watermark or date stamp on the image side.
  • Use glossy or matte photographic paper; plain printer paper and photocopies are rejected at the 구청 window.
  • Cut along the printed crop lines; the clerk measures the outer 35 × 45 mm edge.
  • A 4 × 6 sheet holds four tiles; ask for the digital file (원본 파일) so you can reprint at any PC room or print shop.
  • PC rooms (PC방) and print shops (출력소) in university areas print regulated tiles from a USB for ₩1,000–₩2,000.
  • Do not write on the front of the print; studios sometimes sign the back, which is acceptable.
  • Keep the spare tiles for the driver licence (운전면허증) renewal, which uses the same 35 × 45 mm 규격.

Why 외교부 rejects smiles, circle lenses and AI-edited photos

  • Coloured contact lenses (써클렌즈) or tinted lenses changing the iris colour.
  • Broad smile with teeth visible — Korean rules demand a closed-mouth neutral expression.
  • Grey or off-white background instead of uniform white; shadows or wall texture behind the head.
  • Catchlight shaped like a ring light, distorting the iris.
  • AI-edited, filtered or background-removed photos — explicitly listed as rejected in the 2022.10 standards.
  • Head outside the 32–36 mm crown-to-chin span.
  • Hair covering the eyebrows or ears, or a hat/headband visible.
  • Glare on eyeglasses, or frames covering the eyes.
  • Photo older than 6 months, or one reused from an old passport.
  • Low-resolution, blurry, sideways or mirrored upload in the Government 24 flow.

Minors under 18: ₩44,000/₩41,000 tiers and guardian attendance

Minors apply for the 5-year multiple passport (5년 복수여권) at the 시/군/구청 with a parent or guardian; the fee tiers split at age 8, and an infant's photo follows the same 35 × 45 mm white-background rule with lenient eye-open standards.

  • Fee: age 8 and older 58-page ₩44,000 / 26-page ₩41,000; under age 8 58-page ₩35,000 / 26-page ₩32,000.
  • A parent or legal guardian (보호자) attends with the family relation documents (가족관계증명서) and their own ID.
  • Lay the baby on a white sheet and shoot from above; the supporting adult hand must be cropped completely out.
  • No pacifier, bottle, toy or hat; infants may have slightly closed eyes, but children over 12 months look at the camera.
  • Middle-school and high-school applicants often use studio photos taken at school events — confirm the studio issued a 35 × 45 mm regulated tile.
  • Children in international schools and adoptees bring the 가족관계증명서 (family relation certificate) instead of a household register.
  • Teenagers aged 17 may apply with parental consent on the form; the online route needs the parent's 공인인증서 approval.
  • Minors collected by courier must still be present for the in-person verification at the 구청 on collection day.

Korean identity and travel documents around the 여권

The same regulated 35 × 45 mm photograph feeds the resident ID card, the driver licence and many visa packets, but each window captures or accepts it in its own way.

  • The resident registration card (주민등록증 juminjeung) photograph is captured at the 읍/면/동 주민센터, not brought in.
  • The Korean driver licence (운전면허증) uses a 35 × 45 mm photo accepted from a studio at the police driving test office (운전면허시험장).
  • Overseas Koreans (재외동포) file through the embassy consular section; the 58-page 10-year multiple costs $52 USD at 재외공관 rather than ₩52,000.
  • Single-entry passports (단수여권, 1 year, ₩17,000) serve travellers barred from the multiple passport by military-service rules.
  • The travel certificate (여행증명서, ₩25,000) replaces the passport when it is lost abroad, issued for the immediate return trip.
  • Visa applicants for other countries submit the same 35 × 45 mm studio print with the visa form at the embassy.
  • The Alien Registration Card (외국인등록증) for foreign residents is photographed at the 출입국·외국인청 (immigration office), not at the district window.
  • Multiple-entry restrictions under the 병역 (military service) rules mean unfulfilled 18–39 year-old men get reissue-only passports and must report each exit and entry.
F-4 — each attaches the 35 x 45 mm passport photograph.
  • 出入国与空港: Incheon Airport (ICN), Gimpo (GMP), Gimhae (Busan), Daegu, Cheongju, Muan, Yangyang, Jeju (CJU), Gunsan, Wonju, Pohang, Sacheon, Yeosu — the immigration officer (출입국 심사) compares the passport photo with the traveller.

Gotchas

  • Korea officially recommends 413 × 531 px for online upload — the same pixel count as Japan at 300 DPI.
  • AI-edited, filtered, or Photoshop-composited photos (including background removal) are explicitly rejected.
  • Coloured circle contact lenses (써클렌즈) and ring-light catchlights that distort the iris are rejected.
  • The photo must be taken within 6 months; selfies are accepted only if they pass the portal's 규격확인 tool.
  • From 1 July 2026-style fee tables differ by 26/58 page count — choose the 26-page book to save ₩3,000.
